What would it take to build dog stairs?

I want to build a set of steps for my maltese to use when getting on and off the bed. We recently bought a very high bed, and he flies off of it like super-dog... But, I'm worried that he's going to break it little leg one of these days, so I want to build steps because the premade ones are terribly expensive. What kind of saw would I need to get the job done? What materials should I use? Please give me you suggestions. I am very mechanical for a woman... work on cars, fix things around the house, ect, but I've never built something from scratch.

My daughter built a set with wood. She used
1 X 4 s for the steps and plywood on the sides. However, you could use 1 X 4s on the sides as well. She used a circular saw on some parts and a jigsaw on others. Sanding down the rough edges was easy and she screwed it all together. Worked great and was measured to exactly fit the bed she has. You can get non skid strips if you want or use carpet runner that can be bought by the foot at Lowe's/Home Depot so the edges are finished and use a staple gun to attach it.
